Apparently, according to the Uruguayan Navy, the barge somehow drifted into the course of NCL Dream and she was unable to avoid a collision.

Although Dream is small compared to most cruise ships, she would still have needed more space to avoid colliding with the errant barge. Considering the damage done to the barge contents, it is amazing that Dream suffered relatively little damage herself.
