So if I read that correctly they are removing the fuel supplement but increasing the cruise price instead.

Yes, that is the way I read it middy...starting for bookings in 2010, no fuel charge, but higher prices.
As of Oct 31, if the price remains below $70 a barrel, for a total of 6 weeks (5 trading days a week x 25 days PLUS 5 days before you sail), you'll get a refund in the form of an OBC.

Well OPEC have agreed to reduce output, but Sweet crude holding well below $70 you never know Mary.
